Most cities give you a rule. Stockton gives you a rule and a records regime. Chapter 13.40 says what the hauler’s paperwork must contain after every pump-out — the hauler’s name, the operator’s signature, a statement that it was a full pump-out with gallons removed, the percentage the interceptor was full, whether repairs are needed, and where the waste went — and it makes you keep that paperwork on the premises for three years, available to an inspector on request. Know your interval before anyone quotes you

Why it matters in this city
- The 25% rule is a prohibition, not a target. Operating an interceptor over 25% full is listed among the chapter’s prohibited acts.
- The Director can order a cleaning inside 24 hours if an inspection finds you over the line.
- Each day is a separate offense (Sec. 13.40.250), and the city can suspend sewer service for maintenance violations (Sec. 13.40.230).
